Official Documents Show Staff Were Redeployed to 'Non-Existent' Agency

Fresh questions are swirling around the Federal Government's denial of the Presidential Foreign Intervention Promotion Council (PFIPC) existence.

Official documents emerged showing that the Office of the Accountant General of the Federation (OAGF) approved the redeployment of staff from federal ministries to the agency last year.

A circular dated 28 August 2025, signed by Dauda Abdulhamid, Director of Administration at the OAGF, confirmed that treasury officers from the Federal Ministry of Foreign Affairs and other departments were posted to the PFIPC. 

The document was addressed to permanent secretaries and heads of key federal institutions, including the Office of the Secretary to the Government of the Federation (SGF), and said the postings were intended to strengthen service delivery. 

Affected officers were directed to submit their assumption-of-duty certificates to the OAGF on or before 11 September 2025, with a stern warning that non-compliance would attract sanctions under the Public Service Rules.

"I am further directed to reiterate that all officers are to note that failure to comply with this posting instruction shall be treated in accordance with the provisions of the Public Service Rules PSR 020602 (iv)," the circular read.

Among those redeployed was Omeh Amarachukwu Henry, a principal auditor on Grade Level 12, posted from the foreign affairs ministry to the audit unit of the Office of the Director-General of the PFIPC. 

Also moved from the same ministry to the agency's accounts unit were Wakili Saidu Lampo, a senior auditor on Grade Level 10, and Ojo Akinpelu Victor, an accounts officer on Grade Level 13.

The documents surfaced in the wake of a public dispute between President Tinubu's Chief of Staff, Femi Gbajabiamila, and Prince Adeniyi Adeyemi, who claims to be the PFIPC's Director-General. 

Gbajabiamila denied that the agency existed under the current administration and said Adeyemi was never appointed to head it. 

Adeyemi hit back at a press conference, alleging that Gbajabiamila collected N400 million through a proxy and demanded a further N200 million to secure his appointment, claims the Chief of Staff has not publicly addressed.

Adeyemi also questioned how an agency the government says does not exist appeared on pages 50 and 51 of the 2026 appropriation budget and secured office space at the federal secretariat.

The Federal Government has maintained that the PFIPC is fictitious and that Adeyemi is an impostor. 

But the emergence of the OAGF redeployment circular, bearing official signatures, addressed to senior government officials and threatening sanctions for non-compliance, has deepened public scepticism and intensified calls for a full independent investigation. 

The OAGF spokesman, Bawa Salihu Mokwa, could not be reached by newsmen for comment at the time of this report.
